Access to Internet Resources
In support of our mission, the Portneuf District Library provides open Internet access to patrons and staff. It subscribes to and supports the Library Bill of Rights and its interpretations, including “Access to Electronic Information Services and Resources: An Interpretation of the Library Bill of Rights.” As with all library materials, it remains the responsibility of the patron (or the parent or guardian) to determine what electronic material is appropriate. In compliance with the Neighborhood Children’s Internet Protection Act (NCIPA), the library has chosen to install on Internet workstations available to minors, software designed to filter sexually explicit content and to deny access to chat rooms and email. The Board and staff recognize that such filters are not perfect and that some inappropriate material can pass through while other appropriate sites become blocked from view. The library has identified specific starting points for searches on the library’s home page that are appropriate to the library’s mission and service roles. The Kid’s Link has been provided to assist users in finding age and topic appropriate sites. Parents and children are encouraged to read the material behind the Safe Kids.Com and Safe Teens.com links. Parents or guardians who wish to limit or restrict the access of their own children should personally oversee their use of the Internet and other forms of electronic information. In order to make Internet resources available to as many users as possible and to ensure that this resource is used in a manner consistent with library policies, the following rules shall apply.
Conditions and Terms of Computer Use in the Library
1. Misuse of the electronic resources of the library, or of Internet access, shall result in the loss of computer privileges for the patron. $ The workstations owned and operated by the Portneuf District Library may not be used for unauthorized, illegal or unethical purposes. Patrons may not send, receive or display text or graphics that may be construed as obscene under Section 18-4103 of the Idaho Code. $ It is not acceptable to use Internet access for any purpose which violates U.S., state or local laws. $ It is not acceptable to transmit threatening or harassing materials or to interfere with or disrupt network users, services or equipment. Disruptions include, but are not limited to: distribution of unsolicited advertising, propagation of computer worms and viruses, and using the network to make unauthorized entry to any other machine accessible via the network, i.e., hacking. 2. Use of the machines is scheduled at the Front Desk in 30 minute blocks. You must sign up before using a computer. Use of the machines is on a first-come basis. 3. Games and personal software programs are prohibited. 4. If patrons wish to save files, diskettes may be purchased at the desk for $1. Patron’s personal diskettes may not be used because of possible virus infections. 5. Printing is 10 cents a page and may be picked up at the front desk. 6. The library staff is available for instructional help. 7. The purpose of the Internet Access Policy is to insure the best use of and access to the Internet for the greatest number of our customers.
